On the Beaufort scale a speed of 18 mph would be classed as a 'Fresh Breeze' See Beaufort scale of wind speeds

Not very fast... but it really depends on what you are comparing it to. 18 MPH isn't going to blow you off of the road, or even blow around the dust inside your vehicle, BUT, if a june bug hits you in the forehead at 18 mph, you're gonna feel it. If a car moving 18 mph runs into you while standing still, you'll probably break some stuff.

It depends on the context which you haven't given us. For building codes 18 mph is way below the minimum that you have to design for. So in that context it is very low.

If your talking about how fast your model airplane can fly that would be a different story all together.

Depends where you live.

In britain today the wind was lowest at 4mph and peaked at 9/10mph. So yeah it is in Britain lol. It isn't however really really fast. It is what you would expect during a windy day, and is actually described as a fresh breeze in wiki.

18 mph is basically a nice breeze. I believe it is considered windy when it goes to about 25.

Nah, it's at the low-mid region of common wind speeds (eg beaufort scale).

Depends what the subject is...

If you are talking about a golf situation then yes, but if you just mean weather wise then no.
