It's not the temperature, it's the amount of UV rays that are hitting the skin. The radiation damages the cells and causes them to change color. That's why if you tan too much you have a greater chance of getting skin cancer. Also, try tanning on a cloudy 80 degree day. You'll see that it won't work because the sun's rays are being absorbed or reflected by the clouds.

If you're in the right area, you can tan at 60 or 50 degree weather... Odds are though, your skin won't be exposed to the sun at those degrees.

UV typically grows stronger as the sun gets warmer, however, in different parts of the world where the ozone layer is thinner, more UV gets through and you can burn easier.

For unproven example, in the 1950's people could be outside for quite some time without being burnt, but currently, it takes about 15-30 minutes of direct exposure to burn on some skins.

Yes, you can definately tan in 80 degree weather.

You can tan in 60 degree weather during the summer. The driving factor is your exposure to UV radiation, not the temperature of the air. In northern California, the high temperatures are only in the 70s and you will still burn. You can even burn when there is light cloud cover, but the clouds will absorb some of the radiation.

Yep. Two can too. In fact, three can tan in 10 degree weather. All you need is sun and exposed skin.

The ambient temperature is ti some extent irrelevant. It is the UV component in the light that slowly "cook"s skin. The tanning is a reaction to a slight burn.
