The wind doesn't "suck", it blows, so clouds are being blown (pushed) from an area of higher pressure to areas of lower pressure.
When clouds on 2 different levels move in different directions, it indicates wind shear. When this happens during nice weather, it's just "interesting", but when it happens during very stormy weather, it could mean that a tornado could be brewing.
Take a class for storm spotters to learn what to look for. These classes are held by NOAA weather bureau forecasters. They are held in most communities and are free to the public.

Clouds move with the wind. The wind does not suck, it blows. As winds at different levels blow in different directions, clouds at different levels will move in different directions.
