It depends over what period of time it falls in, and what type of climate you have. If it's in a 12/24 hour period, 15mm will likely just feel like drizzle, though if it's all forecast within one or two hours of each other, it won't.

In response to what Jack has said, 15mm is not 2.5 inches. 25mm is one inch, so 15mm is 3/5 of an inch.

As Elliott writes, it doesn't tell anything if you don't give the period of time.

As a reference, a moderate rain is about 5 mm per hour. The yearly average rain on earth is a bit less than one meter.

As he writes, 15 mm per day is only a light drizzle. But there is also the notion that, the warmer it is, the more moisture the air can contain. For example, a saturated cubic meter of air at 0 C can't contain more than 5 grams water. But at 15 C, it is up to 13 grams.

It means that rain will tend to be more abundant in warmer climates. What is a pour down in a polar region might be experienced as a light rain at the equator.

15 mm of rain is 2.5 inches. If that falls on saturated ground it has the possibility to cause flooding but apart from that just a few puddles and wet t-shirts! So no not a downpour :-)
