Like, when it's 60 degree's outside, how cold would outdoor water be?

When it's 60°F in the spring, the temperature of a large body of water will be much COLDER because water WARMS more slowly than the land.



When it's 60°F in the fall, the temperature of a large body of water will be much WARMER because water COOLS more slowly than the land.



Same holds true when it's 70°F.

That's impossible to answer without an further details.



Given enough time with 60 degrees it will eventually become 60 degrees, but that's all that I can say. The ocean has a really stable temperature because of water's high heat capacity and incredible mass.
