Just a guess:

Noon report at sea

dated: 04: 12: 2007 (at 1200) lt? The 't' would indicate time?

Position: 1347 north/0??

Average speed: 11. 5 knots/ daily distance from some point (maybe shore) 272.5 nautical miles.

(South Easterly strong wind, heavy seas, counter current)
