It's never too cold to snow at least a bit, but the air holds less moisture as it gets colder, so there's less moisture to fall as snow if the upper air is very cold.

BTW, snow crystal shapes change with temperature: the big hexagonally symmetric flakes form as air changes temperature back and forth in the higher regime for snow formation, thin triangular prisms are common at very low temperatures.

Normally, the colder the air is, the drier it is. So the needed moisture for the formation of clouds and low pressure areas during extreme cold are not as likely as when temperatures are higher.



Radiational cooling is a good example of this. When the sky is cloudless and dry the temperatures, in winter, tend to be much colder than when there are clouds in the sky. The reason for this, is that the clouds actually insulate the earth, holding in the heat produced from it's core. When there are no clouds in the sky, this heat just "floats" off into space.



However, that does not mean that it cannot happen.



I live in the mountains of upstate NY and I have seen extremely cold temps at night (minus 20 degrees and lower) in which the little bit of moisture that is in the air freezes and causes a very light snow, even though there is not a cloud in the sky.

There is not such thing for it too cold to snow. When temperatures are 32 degrees or lower snow is likely. Sometimes the term "it's too cold for snow" is referring to that the air so sold it has low vapor pressure. Low vapor pressure means less moisture in the air. This is not true. The truth is that the atmosphere is dynamically stable from so much cold air, and that is where the term it's too cold for snow comes from.
